Who is a Lekhpal — And Why This Role Matters More Than People Think
The Lekhpal, officially Rajasva Lekhpal (राजस्व लेखपाल), is the village-level revenue officer of Uttar Pradesh, posted under the Revenue Department. “Lekhpal” literally means “record keeper”: Lekh (लेख, record) + Pal (पाल, keeper). What Madhya Pradesh, Rajasthan and Himachal Pradesh call a Patwari, and Gujarat a Talati, UP calls a Lekhpal.
This officer sits where three systems meet for every citizen in rural and semi-urban UP. The Lekhpal maintains the land records on the UP Bhulekh portal: khatauni, khasra, mutation records and crop data. The Lekhpal verifies the details on certificate applications made through eDistrict UP: income, caste, domicile and character. And the Lekhpal is the first officer people go to when someone dies, land is inherited, crops are destroyed or a boundary dispute breaks out. One post, three critical systems, and usually 2-5 villages in their charge.
The Lekhpal is often called “the eyes and ears of the Collector at the village level”. That isn’t ceremonial language; it is operationally accurate. No land sale, inheritance, government certificate or village-level revenue case moves forward without the Lekhpal’s verification report.
What a Lekhpal Actually Does — Daily Duties
Most pages about this post cover only the exam. These are the responsibilities that make up a Lekhpal’s working day after selection. From July 1, 2026, Lekhpals also hold regular office hours at Gram Sachivalayas (village secretariats), so villagers needn’t travel to the tehsil to meet them.
Land Records Maintenance
The Lekhpal keeps the village land records (khatauni) for every parcel, recording ownership, area, soil type, irrigation status, the crop planted, and any encumbrances or court orders. Before the UP Bhulekh portal launched in May 2016, these records existed only in the registers (bahi-khatas) the Lekhpal kept by hand. Today the Lekhpal updates the digital records shown on upbhulekh.gov.in. When the Tehsildar approves a mutation (namantaran / dakhil kharij), the Lekhpal enters the change. When the fasli year (the July-June revenue year) closes, the Lekhpal prepares the updated khatauni for the next cycle.
eDistrict Certificate Verification
When a citizen applies for an income, caste, domicile or character certificate on the eSathi portal (esathi.up.gov.in), the application enters the verification chain, and the Lekhpal is the first officer in it. The Lekhpal visits the applicant’s area and checks the details:
- Income certificate: the family’s income sources, assets and living standard.
- Caste certificate: the family’s caste background, through local records and community knowledge.
- Domicile certificate: that the applicant actually lives at the stated address.
The Lekhpal’s report goes to the Revenue Inspector (Kanungo), and then to the Tehsildar, who digitally signs and issues the certificate.
This is why eDistrict certificates take 7-15 working days. The bottleneck isn’t the portal; it’s the Lekhpal’s field visit. In July-September, the UP Scholarship season, when scholarship applications run into the lakhs (84.88 lakh in 2025-26), the verification workload multiplies and processing slows. That backlog is one reason behind the 2026 UPSSSC recruitment of 7,994 new Lekhpals.
Mutation and Varasat Processing
When land changes hands through sale, inheritance (Varasat), gift or partition, the Lekhpal handles the ground-level verification: inspecting the land, checking the identities of buyer and seller, confirming the registry documents from IGRSUP, checking for encumbrances or disputes, and reporting to the Tehsildar with a recommendation to approve or reject. For Varasat (inheritance after a death), the Lekhpal checks the death certificate from eDistrict, the family register (parivar register nakal) and the heir’s identity before the Tehsildar approves the transfer.
Crop Damage and Disaster Reporting
When crops are damaged by flood, drought, hail or pests, the Lekhpal assesses the damage on the ground, recording which plots are affected, how badly, and the estimated loss. This report is the basis for crop insurance claims (Pradhan Mantri Fasal Bima Yojana) and disaster relief. The Lekhpal also carries out the girdawari, a field-by-field inspection recording which crop is grown on which plot each fasli season. This data feeds the E-Khasra records at ekhasra.up.gov.in, and without it farmers can’t get compensation.
Revenue Collection and Government Scheme Support
The Lekhpal helps collect land revenue, records receipts and reports defaulters to the Revenue Inspector. The Lekhpal also supports government schemes at village level, verifying eligibility for pensions (SSPY), ration cards (UP Ration Card) and housing schemes. A Lekhpal is expected to know every household in their villages: income, land holdings, family structure and scheme entitlements.
Death and Crime Reporting
When a village resident dies, the Lekhpal records the death so the revenue records, especially land ownership, can be updated. When a crime occurs, the Lekhpal helps the police with local information, property records and family background. The Lekhpal is often the first government officer to know what is happening in a village.
Posting and Transfers
A Lekhpal is posted to a halqa (हल्का), a group of usually 2-5 villages, within the district allotted at selection. The first posting is usually in the home district or nearby, though generally not in the Lekhpal’s own home tehsil. Rural posting is the default; urban postings are rare and limited. Lekhpals are transferred between halqas every 3-5 years under the state transfer policy. In practice the job means being reachable by villagers at almost any hour, for a death, a land dispute or crop damage, so living in or near the halqa makes the work much easier.
The Revenue Administration Hierarchy — Where the Lekhpal Sits
The chain of command shows who the Lekhpal reports to, who supervises the work and what the promotion path looks like.
| Level | Officer | Area | Role |
|---|---|---|---|
| Village (ग्राम) | Lekhpal | 2-5 villages | Field verification, record keeping, first point of contact |
| Circle | Revenue Inspector / Kanungo (कानूनगो) | One circle, about 10-15 villages | Supervises Lekhpals, reviews their reports, conducts audits |
| Tehsil (तहसील) | Tehsildar (तहसीलदार) | One tehsil (several circles) | Approves certificates and mutations; signs certificates |
| Sub-division | SDM (उप जिलाधिकारी) | One sub-division | Appeals, complex cases, senior certificates |
| District (जिला) | DM / Collector (जिलाधिकारी) | One district | Overall revenue administration, Janhit Guarantee Act enforcement |
The Lekhpal is at the base of this pyramid. Every verification report, land record update and field inspection starts with the Lekhpal and moves up. The whole eDistrict chain, from an application on eSathi to the digitally signed PDF the citizen downloads, depends on the Lekhpal completing the first step.
Salary Structure — What a Lekhpal Earns
The post is on Pay Level-3 of the 7th Pay Commission. This is the breakdown for a newly appointed Lekhpal in 2026.
| Component | Amount |
|---|---|
| Basic pay | ₹21,700 |
| Grade pay (old 6th Pay Commission equivalent) | ₹2,000, now built into Level-3 rather than paid separately |
| Dearness Allowance (DA) | 60% of basic from January 1, 2026 (about ₹13,020; UP order of May 2026), revised periodically |
| House Rent Allowance (HRA) | ₹2,000 – ₹4,000, depending on whether the posting is rural or urban |
| Transport Allowance (TA) | As per government rules |
| Estimated in-hand (entry level) | ₹25,000 – ₹35,000 a month |
| Pay scale over the career | ₹21,700 – ₹69,100 |
Deductions: National Pension System (NPS) contribution and group insurance premium. After deductions, a fresher takes home roughly ₹25,000-28,000 in a rural posting and ₹30,000-35,000 where HRA is higher.
Training period: new Lekhpals serve a 2-year probation with training in land records, revenue law (UP Revenue Code 2006) and administrative procedures. Full basic pay plus DA is paid during training; there is no reduced probation salary.
Annual increments: 3% of basic pay a year. After 10 years, with increments and DA revisions, in-hand pay crosses ₹45,000-50,000. The 8th Pay Commission may raise the pay matrix further: its Terms of Reference were notified on November 3, 2025 and its report is due around mid-2027, but no implementation date is fixed, and UP has to adopt it separately for state employees.
Other benefits: medical facilities for self and dependents, leave travel allowance, group insurance, earned leave encashment, and pension (NPS for new recruits).

Eligibility
Age: 18-40 years, with relaxation under UP government rules (SC/ST +5 years, OBC +5 years; some sites list 3 years for OBC, so confirm in the official advertisement). Age is counted as on July 1, 2025, the cut-off date given for Advt. 02-Exam/2025.
Education: Class 12 (Intermediate) from a recognised board. No degree is required; this is a 12th-pass government job.
Prerequisite: a qualifying UPSSSC PET 2025 score. PET (Preliminary Eligibility Test) is the screening exam for all UPSSSC recruitments, and without it you cannot apply for any UPSSSC post, including Lekhpal. From the 2025 cycle, a PET score is valid for 3 years from the result (it used to be 1 year); PET 2025, declared in December 2025, is valid until December 2028.
Domicile: a UP domicile certificate from eDistrict, the same portal whose certificates you will verify once selected.
What Is UPSSSC PET?
The Preliminary Eligibility Test (PET) is UPSSSC’s gateway screening exam. Every Group C recruitment by UPSSSC, including Lekhpal, Junior Assistant and VDO, takes candidates from the PET pool. PET is not a selection exam on its own: it only decides who may apply for the Mains of each post, and recruitments often set a minimum PET score.
| PET detail | Information |
|---|---|
| Questions and marks | 100 questions, 100 marks |
| Duration | 2 hours |
| Subjects | Indian history, national movement, geography, economy, constitution, general science, elementary maths, Hindi, English, reasoning, current affairs, and graph/table interpretation |
| Negative marking | 1/4 mark per wrong answer |
| Validity | 3 years from the result, from the 2025 cycle (previously 1 year) |
So the real first step towards becoming a Lekhpal is PET. If you didn’t take PET 2025, you couldn’t apply in the 2026 cycle. See our UPSSSC PET guide for the syllabus and scorecard.
Chakbandi Lekhpal
Some UPSSSC cycles also recruit a separate Chakbandi Lekhpal (चकबंदी लेखपाल, consolidation Lekhpal) for the Consolidation Department, which handles land consolidation (chakbandi). It is a separate post in a separate department, so read each notification carefully to see which post it covers. This page is about the Revenue Department’s Rajasva Lekhpal.
Previous Lekhpal Recruitments
Lekhpal recruitment doesn’t happen every year. Big cycles have come roughly every 3-4 years, so plan your preparation around that rhythm.
| Cycle | Posts | Notes |
|---|---|---|
| 2026 (Advt. 02-Exam/2025) | 7,994 | Notified December 16, 2025; PET 2025 required |
| 2022 | 8,085 (General 3,271, OBC 2,174, SC 1,690, ST 152, EWS 798) | Notified January 5, 2022; about 13.9 lakh applied; Mains on July 31, 2022; first cycle that required PET (PET 2021) |
| 2015-16 | About 13,600 | Before PET existed; the 2015 drive was run by the Board of Revenue, before UPSSSC took over |
Competition and Cut-off
About 15-16 lakh candidates applied in the 2026 cycle for 7,994 posts, roughly one post for every 200 applicants. In the 2022 cycle (result declared May 2, 2023), the cut-off out of 100 was 75.75 for UR, OBC and EWS, 73.75 for SC and 66.50 for ST. Cut-offs change every cycle with the number of posts, the difficulty of the paper and the number of candidates, so aim well above the last cut-off rather than at it.

Revenue Section Syllabus (2022 Pattern)
In the 2022 pattern, the Rural Development & Revenue section is what set the exam apart from other Group C exams. It typically covered:
- UP Revenue Code 2006: the main revenue law, including mutation (namantaran), inheritance (Varasat), land categories and the Lekhpal’s legal duties.
- Land record terms: khatauni, khasra, khata, gata, bhu-naksha, girdawari, fasli year, and Bhu-abhilekh vocabulary.
- Panchayati Raj: the three-tier system, Gram Panchayat, Kshetra Panchayat, Zila Panchayat and the Gram Sabha’s role.
- Rural development schemes: central and UP schemes for housing, employment, pensions, food security and farmers.
- Agriculture basics: crops and seasons (kharif, rabi, zaid), soils, irrigation and crop insurance.
Candidates who understand how the Bhulekh portal and eDistrict verification actually work have a natural advantage here, because the section tests practical knowledge, not just theory.
Document Verification — What Certificates You Need
After the Mains result, selected candidates go through document verification (DV). For the 2026 cycle, DV is an online upload of documents (September 15-29, 2026). The twist: to become the officer who verifies eDistrict certificates, you need eDistrict certificates yourself.
Required at DV:
- 10th marksheet (age proof, and the master document for matching your name)
- 12th marksheet and certificate (essential qualification)
- Caste certificate from eDistrict, for an SC/ST/OBC reservation claim
- Domicile certificate from eDistrict, as proof of UP residence
- EWS certificate from eDistrict, for the 10% EWS reservation (expires every March 31)
- Character certificate from eDistrict, issued by the Tehsildar
- UPSSSC PET scorecard
- Aadhaar card
- Passport-size photographs (6-10 copies)
- All originals plus 2 self-attested photocopies of each
Career Path — Lekhpal to Tehsildar
Promotion in the Revenue Department follows a set ladder, and Lekhpal is the entry point to one of the UP government’s best-established careers.
- 1
Lekhpal
Level-3 · entry
Village-level field verification and land records.
- 2
Revenue Inspector / Kanungo
Level-6
Departmental exam plus seniority. Supervises 3-5 Lekhpals and reviews their reports.
- 3
Naib Tehsildar
Level 6-7 (sources differ) · gazetted
Assists the Tehsildar in revenue courts and administration.
- 4
Tehsildar
Level-10 (₹56,100-1,77,500) · gazetted
Approves and digitally signs eDistrict certificates.
Promotion from Lekhpal to Revenue Inspector needs a pass in the departmental promotion exam and depends on vacancies. As a Revenue Inspector, the officer supervises 3-5 Lekhpals and reviews their verification reports. Naib Tehsildar and Tehsildar are gazetted posts with much higher pay and authority; the Tehsildar is the officer who digitally signs certificates on eDistrict.
Other routes: Lekhpal service counts as qualifying service for other state government exams. Many Lekhpals prepare for UPPSC PCS or RO/ARO while serving, and the revenue knowledge they gain on the job helps directly in General Studies and the interview.
How the Lekhpal Connects to Bhulekh and eDistrict
This is the connection no other website explains: how one officer ties together UP’s two largest digital platforms.
Lekhpal → Bhulekh
Every land record on UP Bhulekh (upbhulekh.gov.in), every khatauni entry, mutation and khasra detail, was originally created and is maintained by a Lekhpal. The portal is the digital mirror of the registers the Lekhpal keeps at village level. When you check your khatauni online, you are reading data the Lekhpal last updated. When the Tehsildar approves a mutation, the Lekhpal enters it and it appears on Bhulekh. The girdawari (seasonal crop inspection) feeds E-Khasra (ekhasra.up.gov.in). The portal digitised the records, but the Lekhpal still creates, updates and corrects them.
Lekhpal → eDistrict
Every income, caste, domicile and character certificate on eDistrict passes through the Lekhpal before it reaches the Tehsildar. The citizen applies on eSathi, the system assigns the application to the Lekhpal for that village, the Lekhpal visits and verifies, the report goes up the chain, and the Tehsildar signs. In the UP Scholarship season (July-September), the workload multiplies because 84.88 lakh students need income, caste and domicile certificates. If your eDistrict status shows “क्षेत्र अधिकारी को अग्रेषित” (forwarded to the field officer), the application under verification (“सत्यापनाधीन”) or awaiting the Lekhpal’s report (“लेखपाल रिपोर्ट प्रतीक्षित”), that field officer is the Lekhpal.

Frequently asked questions
What is a Lekhpal?
A Lekhpal (राजस्व लेखपाल) is the village-level revenue officer of Uttar Pradesh under the Revenue Department, equivalent to a Patwari in other states. The Lekhpal maintains land records (Bhulekh), verifies certificate applications (eDistrict), processes mutations, assesses crop damage and supports revenue collection, and reports to the Revenue Inspector (Kanungo).
What is the salary of UP Lekhpal?
Pay Level-3 of the 7th Pay Commission: basic pay ₹21,700, pay scale ₹21,700-69,100. Entry-level in-hand salary is roughly ₹25,000-35,000 a month including DA, HRA and TA, depending on the posting. Benefits include medical facilities, NPS pension, group insurance and leave travel allowance.
How many vacancies are there in UP Lekhpal 2026?
7,994 Rajasva Lekhpal posts under the UPSSSC notification dated December 16, 2025 (Advertisement No. 02-Exam/2025). By category: General (Unreserved) 4,165, OBC 1,441, SC 1,446, ST 150, EWS 792.
What is the eligibility for UP Lekhpal?
Class 12 pass from a recognised board, plus a qualifying UPSSSC PET 2025 score. Age 18-40 years, with relaxation for reserved categories. UP domicile is required.
What is the application fee for UP Lekhpal?
₹25 for every category, paid online through PAYGOV. The UPSSSC PET fee is separate and is paid when you apply for PET.
When was the last Lekhpal recruitment before 2026?
In 2022, with 8,085 posts (notified January 5, 2022; Mains held on July 31, 2022). It was the first Lekhpal cycle that required a PET score (PET 2021). Before that, a large recruitment of about 13,600 posts took place in 2015-16 (the 2015 drive was run by the Board of Revenue, before UPSSSC took over). Big cycles have come roughly every 3-4 years.
What was the previous Lekhpal cut-off?
In the 2022 cycle (result declared May 2, 2023) the cut-off out of 100 was 75.75 for UR, OBC and EWS, 73.75 for SC and 66.50 for ST. Cut-offs change every cycle with the number of posts, the paper's difficulty and the number of candidates, so aim well above it.
What exam do I need to pass?
Two stages. First qualify UPSSSC PET, the gateway exam for all UPSSSC recruitments. Then take the Lekhpal Mains: 100 questions, 100 marks, 2 hours, offline OMR, 1/4 negative marking. The 2026 paper (Advt. 02-Exam/2025) has Hindi 10, Data Interpretation 10, Environment & Disaster Management 10, History, Indian Polity, Geography, Indian Economy, Rural Society, Current Events and General Science 5 each (35), Computer & IT 15, and UP general information 20. The older 2022 pattern was Hindi 25, Maths 25, GK 25 and Rural Development & Revenue 25.
What does a Lekhpal actually do daily?
Maintains the village land records (khatauni on Bhulekh), verifies eDistrict certificate applications (income, caste, domicile), processes mutations and Varasat, conducts girdawari (seasonal crop inspection), reports crop damage for insurance, helps with revenue collection and supports government schemes. A Lekhpal is generally assigned 2-5 villages and is on duty 10-11 hours a day, with occasional Sunday calls during emergencies.
Who does the Lekhpal report to?
The Revenue Inspector (Kanungo) at circle level, then the Tehsildar at tehsil level, the SDM at sub-division level and the DM/Collector at district level. The Tehsildar digitally signs eDistrict certificates based on the Lekhpal's verification report.
What is the promotion path?
Lekhpal (Level-3) → Revenue Inspector / Kanungo (Level-6) via a departmental exam and seniority → Naib Tehsildar → Tehsildar. Naib Tehsildar and Tehsildar are gazetted posts. Many Lekhpals also prepare for UPPSC PCS while serving.
How is the Lekhpal connected to eDistrict?
Every income, caste, domicile and character certificate applied for on the eDistrict eSathi portal goes to the Lekhpal for field verification. Processing takes 7-15 working days mainly because of this field visit. While it is pending, the status shows the application under verification or awaiting the Lekhpal's report.
How is the Lekhpal connected to UP Bhulekh?
The Lekhpal maintains the land records that appear on upbhulekh.gov.in. Every khatauni entry, mutation and crop record on Bhulekh was created or updated by a Lekhpal. The portal digitised the data, but the Lekhpal is still the officer who creates and corrects it.
Is a Lekhpal the same as a Patwari?
Same role, different name. UP says Lekhpal; Madhya Pradesh, Rajasthan and Himachal Pradesh say Patwari; Gujarat says Talati; Andhra Pradesh has Village Revenue Officers (the old post was called Karanam); Tamil Nadu has Village Administrative Officers; Kerala has Village Officers. All are village-level revenue officers who keep land records under the state Revenue Department.
What is the training period?
A 2-year probation with training in land records, the UP Revenue Code 2006, revenue laws and administrative procedures. Full salary (basic + DA) is paid during training. The appointment is confirmed after successful probation.
