What Is the Parivar Register Nakal

The parivar register (परिवार रजिस्टर), also called the kutumb register (कुटुंब रजिस्टर), is the household register every Gram Panchayat in Uttar Pradesh keeps under Section 6A of the UP Panchayat Raj Act, 1947 and the UP Panchayat Raj (Maintenance of Family Registers) Rules, 1970. For each family it records the head of the household and every member, with their relationship to the head, sex, age or date of birth, and later changes: births, marriages, deaths and families that separate. The Gram Panchayat secretary maintains it.

A nakal (नकल) is a certified copy of your family’s entry. It’s issued under the Panchayati Raj Department (not the Revenue Department), and today you can apply for it online on eDistrict’s eSathi portal or get it directly from the Gram Panchayat.

Because the register goes back decades, it’s often the oldest written record of who belongs to a rural family. That’s why it matters far beyond its one page:

  • Proof of family relationships: for Varasat (inheritance mutation on Bhulekh), legal heir certificates, court cases and property succession.
  • Proof of caste: old entries record the family’s caste, and entries from 1950 or earlier are among the strongest ancestral proof for a caste certificate.
  • Proof for other certificates: the applicant’s relationship for a death certificate, supporting proof of residence for a domicile certificate, and family details for ration cards and pensions.

Parivar Register vs UP Family ID — Not the Same Thing

The two are easily confused, but they are different documents for different purposes.

Parivar Register Nakal UP Family ID
What it is A copy of the Gram Panchayat’s household register entry A 12-digit digital family ID (“Ek Parivar Ek Pahchan”)
Kept by Gram Panchayat secretary (Panchayati Raj Department) UP government, on familyid.up.gov.in
Coverage Rural households in Gram Panchayats All families in UP; for about 3.6 crore ration-card families (~15 crore people), the ration card number is the Family ID
Age of records Decades, often back to the 1950s Announced in 2022, live since February 2023
Used for Legal proof of family relationships: courts, Varasat, legal heirs, caste verification Scheme eligibility and DBT; required before a domicile application on eSathi

You may need both: the Family ID to apply for a domicile certificate, and the Parivar Register Nakal to prove an ancestral caste entry or who the legal heirs are.

How to Apply on eSathi — Step by Step

  1. Log in to eSathi

Log in at esathi.up.gov.in (register first if you don’t have an account; see the eDistrict homepage).

  2. Choose the Panchayati Raj Department

    Click “आवेदन भरें”, choose “पंचायती राज विभाग” (Panchayati Raj Department) and then “परिवार रजिस्टर की नकल” / “कुटुंब रजिस्टर की नकल”.

  3. Fill the details

District, block, Gram Panchayat and village, the head of the family’s name, and your own details and relationship to the family.

  4. Verify with Aadhaar OTP

    Complete the Aadhaar OTP check.

  5. Upload documents

Aadhaar and ration card (each under 100KB, JPEG or PDF), and a photo if asked.

  6. Pay the fee

About ₹10-15 through PAYGOV (UPI, net banking or debit card).

  7. Submit, track and download

Note your Service Request Number (SRN) and track it as explained on the homepage. When it’s issued, download the digitally signed copy; guides give anywhere from 3-7 to 7-15 working days.

Validity — Why a Fresh Copy Is Often Needed

Guides describe the nakal’s official validity as 6 months, but many offices won’t accept a copy older than 3 months. The register changes with every birth, marriage and death, so an office wants a recent copy that shows the family as it is now.

Get a fresh copy for:

  • Varasat or a legal heir certificate: it must show the death and the current heirs.
  • A court case or property succession.
  • A new ration card or a change of members.
  • Government job document verification where family details are checked.

Adding, Changing or Removing Names

The nakal can only show what’s in the register, so keep your family’s entry up to date. Under Rule 6 of the UP Panchayat Raj (Maintenance of Family Registers) Rules, 1970, an application to include a name goes to the Assistant Development Officer (Panchayat), who decides after an inquiry; the Gram Panchayat secretary then makes the entry in the register. If you disagree with the order, you can appeal to the SDM within 30 days (Rule 6-A). Apply with proof:

+Newborn

The child’s birth certificate. Register the birth within 21 days first.

+New bride

A marriage certificate or other proof of marriage, and her earlier family-register entry, so she can be added to the husband’s family.

−Death

The death certificate, so the name is struck off and the record shows the date of death.

✎Correction or separation

For a wrong name, age or relationship, or a family that has split into separate households: an application with proof (Aadhaar, school records, ration card). As with any inclusion, the Assistant Development Officer (Panchayat) at the block decides after an inquiry, with an appeal to the SDM within 30 days.

After the entry is updated, apply for a new nakal; the old copy won’t show the change.

Where the Parivar Register Nakal Is Needed

  • Varasat on UP Bhulekh: with the death certificate and legal heir certificate, it proves who the heirs are; the Lekhpal verifies it before the Tehsildar approves the mutation.
  • Caste certificate: old entries showing the family’s caste are strong ancestral proof, especially entries from 1950 or earlier.
  • Death certificate: proof that the applicant is immediate family.
  • Ration card: adding or removing members, or a new card for a separated family.
  • Pensions: proof of the relationship for family or widow pension.
  • Courts and property succession: legal proof of family structure in civil cases.
  • SC/ST verification: older generations’ entries support the family’s claimed caste.

Common Problems — And Fixes

1Name missing from the register

A child born or a bride married into the family was never added. Get the register updated with the birth or marriage proof first, then apply for the nakal.

2Copy rejected as too old

Many offices want a copy under 3 months old. Apply for a fresh one before the deadline.

3Wrong Gram Panchayat chosen

Villages were reorganised into different Gram Panchayats and blocks over the years. Check which Gram Panchayat your village falls under now.

4Spelling or age doesn't match Aadhaar

Old entries often differ from Aadhaar. Ask the secretary to correct the entry with proof, or explain the difference with a self-declaration where it’s accepted.

5Confused with Family ID

An office asked for the Parivar Register Nakal and you gave the Family ID (or the other way round). They are different documents; check which one is asked for.

Frequently asked questions

What is the Parivar Register Nakal?

A certified copy (नकल) of your family's entry in the parivar register (also called the कुटुंब रजिस्टर), the household register the Gram Panchayat keeps under Section 6A of the UP Panchayat Raj Act, 1947 and the UP Panchayat Raj (Maintenance of Family Registers) Rules, 1970. It lists the head of the family and every member with their relationship, age or date of birth, and changes such as births, marriages and deaths.

How do I get it online?

On eSathi (esathi.up.gov.in): log in, choose the Panchayati Raj Department, select "परिवार रजिस्टर की नकल" / "कुटुंब रजिस्टर की नकल", fill your district, block, Gram Panchayat and family details, upload Aadhaar and ration card, verify with Aadhaar OTP, pay the fee and submit. Download the digitally signed copy when it's issued.

What does it cost?

About ₹10-15 on eSathi (some guides say ₹15), about ₹30 at a CSC, and ₹5 directly from the Gram Panchayat, which under the Model Citizen Charter should issue it within 3 working days.

How long is it valid?

Guides describe the official validity as 6 months, but many offices don't accept a copy older than 3 months. For a court case, Varasat, a job document check or a new ration card, get a fresh copy.

Is the Parivar Register the same as the UP Family ID?

No. The parivar register is the Gram Panchayat's old household register, used as legal proof of family relationships in courts, property and caste matters. The UP Family ID (familyid.up.gov.in) is a 12-digit digital ID, announced in 2022 and live since February 2023, for welfare schemes and DBT; for ration card families, the ration card number is the Family ID.

Can people in towns get a Parivar Register Nakal?

The parivar register is kept by Gram Panchayats, so it covers rural households. Families in Nagar Nigam or Nagar Palika areas generally use other proof of family relationships, such as the ration card, the Family ID, birth and marriage certificates, or a legal heir certificate from the Tehsildar.

How do I add a name, such as a newborn or a new bride?

Apply with proof: the birth certificate for a child, or the marriage certificate (or marriage proof) and the bride's earlier family-register entry for a wife joining the family. Under Rule 6 of the UP Panchayat Raj (Maintenance of Family Registers) Rules, 1970, an application to include a name goes to the Assistant Development Officer (Panchayat), who decides after an inquiry; the Gram Panchayat secretary then makes the entry. An appeal against the order lies to the SDM within 30 days (Rule 6-A). Deaths are removed on the death certificate. Once the entry is updated, a new nakal shows it.

Why is the Parivar Register important for caste certificates?

Old entries in the register record the family's caste, and entries from 1950 or earlier are among the strongest ancestral proof for SC/ST and OBC caste certificates. The Lekhpal checks them during verification.
